i been thinking few games are using heros oficers you can actualy send they can start as lvl 1 and reach 100 each lvl adding a ship unit not exceeding 100 and with not so overwhellming armor and dmg just their presence in your fleet do boosts like destroyers give dmg they can give extra battle speed extra dmg armor regeneration shield regeneration even adding them few other helpfull gimmicks would help like adding an extra command point or increase fleet spots and depdning the rarity of the heroes they can give slightly beter status etc if not all these boosts wich are not atractive i know to most players they can have just the ability to never die and leave no debris

We have plans to develop about the same system, but so far it's not a priority.
