Group Chat - Promoting member is not possible

I received this notification in the group chat. I was under the impression that adding a group leader would mean that there would be two 'leaders' in the group chat whom can moderate it. But there can only be ONE group leader, and promoting a member of the group is not an option.

* Why does this notification say that a 'Promoted Member' can manage the group? As I say, there is no option to promote a member in any way, and adding a leader simply replaces the current leader. Can an option to promote a member be added? It would be helpful to be able to add people to moderate the group.
If not, this notification should be changed to "Only the leader can manage the group"
- and also the description of the group leader - "Set user (nick) as THE group leader"
