Huge chambers for storage of (the) collected Vespene gas. The bigger (is) the chamber, the more Vespene gas can be stored. Each new level of infrastructure development increases the capacity by 1%. If the chamber is full, gas collection will be stopped. All gas that is improperly stored on the planet will be lost at the rate of 4% per day. If the excess (overhead) is greater than 5%, resource loss will occur at the same rate as excess (overhead) percent (with maximum of 25% per day).
I am assuming that you mean excess when referring to overhead as I can find no reference to overhead anywhere.
